(Reuters) - Russia accused Ukraine on Wednesday of shooting down a military transport plane carrying 65 captured Ukrainian soldiers to a prisoner exchange. The crash took place just northeast of Belgorod in western Russia, close to the border with Ukraine. The aircraft was an Ilyushin Il-76, a large military transport plane designed to carry troops, cargo or weapons. He said a second Il-76 transport plane carrying around 80 more Ukrainian soldiers to the exchange had managed to turn around. A top Russian general in Ukraine is accusing the Kremlin of "decapitating" the war effort. Maj. Gen. Ivan Popov said he was giving honest feedback to his bosses, and was immediately fired. In his voice note, Popov said he was faced with the choice of either telling his bosses what they wanted to hear or to "call a spade a spade." "As you know, a few days before the attempted mutiny, the defence ministry said that all formations performing combat tasks must sign contracts with the defence ministry," said Kartapolov. Prigozhin said on June 11 that his Wagner fighters would not sign any contract with Defence Minister Sergei Shoigu, adding that Shoigu was unable to manage military units. Kartapolov said that after Prigozhin's refusal to sign the contracts he had been told that his mercenaries would no longer fight in Ukraine and thus would not receive state money.
